State symbols of the Republic of Kazakhstan

The law-effective Decree of the President of the Republic of Kazakhstan of 24.01.1996 has established the following national symbols:
 
National Flag of the Republic of Kazakhstan

 

 


 

National Flag of the Republic of Kazakhstan is a a piece of right-angled cloth of sky-blue colour with a picture of a golden sun with its 32 rays in the centre, under them - a soaring steppe eagle. Flagstaff has vertical line with national ornament.The picture of sun, its rays, eagle and ornament are of golden colour. Width/length ratio of the flag is 1:2. 

 
National Emblem of the Republic of Kazakhstan

 

 

 

 

National Emblem of the Republic of Kazakhstan is a picture of a shanyrak ( the cupola of a yurta) on a blue background, from which uyks (body bracket) like sun rays are being radiated in framing of wings of mythical horses. At the bottom of the emblem there is an inscription "Kazakhstan". In colour picture the National Emblem of the Republic of Kazakhstan are of two colours: golden and blue-and-sky-blue. 
 
 

National Anthem of the Republic of Kazakhstan 
 
My Kazakhstan (Kazakh: Менің Қазақстаным, Meniñ Qazaqstanım) is the national anthem of Kazakhstan, adopted on January 7, 2006. It is based on a homonymous song written in 1956, with music by Shamshi Kaldayakov and lyrics by Jumeken Najimedenov. This replaced theanthem of the Republic of Kazakhstan as the state anthem, which was used after independence. The original lyrics were modified by Nursultan Nazarbayev, the President of Kazakhstan, before the decree was issued.
 


 

SUPPLEMENTS
 
From the law-effective Decree of the President of the Republic of Kazakhstan “On the national symbols of the Republic of Kazakhstan”
 
In conformity with Article 1 of the Law of the Republic of Kazakhstan of December 10, 1993 “On temporary delegating of additional powers to the President of the Republic of Kazakhstan and to the heads of local administrations” and for purposes of implementing Article 9 of the Constitution of the Republic of Kazakhstan, I issue the following Decree:
 
Chapter I GENERAL PROVISIONS
 
Article I.
Following shall be national symbols of the Republic of Kazakhstan:
1) National Flag of the Republic of Kazakhstan;
2) National Emblem of the Republic of Kazakhstan;
3) National Anthem of the Republic of Kazakhstan.
 
Article 2.
Approve the following:
1) design of the National Flag of the Republic of Kazakhstan (attached are schematic and colour images);
2) design of the National Emblem of the Republic of Kazakhstan (attached are black-and-white and colour images);
3) musical version and text of the National Anthem of the Republic of Kazakhstan (attached).
 
Article 3.
Manufacturing of the National Flag of the Republic of Kazakhstan and the National Emblem of the Republic of Kazakhstan shall be effected subject to availability of a corresponding license issued in the order prescribed by the legislation.
 
Citizens of the Republic of Kazakhstan as well as people staying on the territory of the Republic of Kazakhstan are bound to honour the National Flag of the Republic of Kazakhstan, the National Emblem of the Republic of Kazakhstan and the National Anthem of the Republic of Kazakhstan. Persons guilty of an outrage upon the National Flag of the Republic of Kazakhstan, the National Emblem of the Republic of Kazakhstan and the National Anthem of the Republic of Kazakhstan shall be held responsible in keeping with the legislation of the Republic of Kazakhstan.
 
Chapter II NATIONAL FLAG OF THE REPUBLIC OF KAZAKHSTAN
 
Article 4.

National Flag of the Republic of Kazakhstan is a rectangular piece of cloth of sky-blue colour bearing (in its centre) a design of the sun with rays, with a soaring eagle undeneath. All along the flagstaff there runs a vertical band of national ornament. Images of the sun, its rays, the eagle and the ornament are of golden colour. Width/length ratio of the flag is 1: 2.
National Flag of the Republic of Kazakhstan and its design, whatever their size, must strictly conform with the colour and schematic designs of the reference standard of the National Flag of the Republic of Kazakhstan kept at the Residence of the President of the Republic of Kazakhstan.
 
Article 5.
National Flag of the Republic of Kazakhstan shall be raised or hoisted on the following:
1) on the building of the Residence of the President of the Republic of Kazakhstan, on that of the Parliament of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, on those of ministries, state committees and such other central executive bodies of the Republic of Kazakhstan, state bodies directly subordinated and accountable to the President of the Republic of Kazakhstan, to the Constitutional Council of the Republic of Kazakhstan, Supreme Court and other courts of the Republic of Kazakhstan, on that of the General Procurator’s Office of the Republic of Kazakhstan, National Academy of Sciences of the Republic of Kazakhstan, maslikhates, local executive bodies as well as on buildings of diplomatic and trade representations, consular establishments of the Republic of Kazakhstan - on a permanent basis;
 
2) in the study of the President of the Republic of Kazakhstan, in the halls meant for holding sessions (both joint and separate) of the Senate and Majilis of the Parliament of the Republic of Kazakhstan, those of the Bureau of Chambers of the Parliament of the Republic of Kazakhstan, of the Government of the Republic of Kazakhstan, sessions of the maslikhates of the Republic of Kazakhstan as well in the assembly hall of the Constitutional Council, in the halls of court sessions of the Supreme Court, of its boards and other courts of the Republic of Kazakhstan as well as in the premises of gala registration of births and wedlocks - on a permanent basis;
 
3) on the building or inside the premises meant to hold international forums with the participation of the President of the Republic of Kazakhstan, of chairpersons of Chambers of the Parliament of the Republic of Kazakhstan, of the Prime-Minister of the Republic or their plenipotentiary representatives if it is stipulated by the standards of international law or by international treaties concluded by the Republic of Kazakhstan;
 
4) on sea-going vessels, on those of inland navigation and other vehicles, on which the President of the Republic of Kazakhstan or Prime Minister of the Republic of Kazakhstan are present;
 
5) as a stern flag on vessels registered in the established order;
 
6) on warships and vessels of the Republic of Kazakhstan - according to military regulations;
 
7) in military formations and units of Armed Forces, in those of Republican Guards of the Republic of Kazakhstan - when taking the oath;
 
8) on buildings of state bodies and entities - on the days of some national holiday of the Republic of Kazakhstan and on red-letter days. Legal standard acts of the Republic of Kazakhstan may also stipulate other cases of obligatory raising or hoisting of the National Flag of the Republic of Kazakhstan. National Flag of the Republic of Kazakhstan may be hoisted (raised) on other buildings (resp.in premises) at the wish of owners thereof.
 

Article 6.
In case of eventual national mourning the National Flag of the Republic of Kazakhstan shall be lovered to half-mast for the timeframe of the national mourning.
 
Chapter III NATIONAL EMBLEM OF THE REPUBLIC OF KAZAKHSTAN
 
Article 7.
National Emblem of the Republic of Kazakhstan is an image of shanyrak (upper dome-like portion of a yurta) against a sky-blue background which irradiates (in the form of sun rays) uyks (supports) set off by wings of mythical horses.
The lower portion of the Emblem bears an inscription “Êàçàêñòàí”. Colour version of the National Emblem of the Republic of Kazakhstan consists of two colours: golden and blue/sky-blue. Reproduced image of the National Emblem of the Republic of Kazakhstan, whatever the size, must exactly conform with the colour (resp. black-and-white) design of the reference standard of the National Emblem of the Republic of Kazakhstan kept at the Residence of the President of the Republic of Kazakhstan.
 
Article 8.
Image of the National Emblem of the Republic of Kazakhstan shall be fixed on the following:
1) on buildings of the Residence of the President of the Republic of Kazakhstan, of the Parliament of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, on those of ministries, state committees and such other central executive bodies of the Republic of Kazakhstan, of state bodies directly subordinated or accountable to the President of the Republic of Kazakhstan, on buildings of the Constitutional Council, Supreme Court and other courts of the Republic of Kazakhstan, on that of the General Procurator’s Office of the Republic of Kazakhstan as well as on buildings of the National Academy of Sciences of the Republic of Kazakhstan, on those of headquarters of formations and units of the Armed Forces and the Republican Guards of the Republic of Kazakhstan, on those of diplomatic and trade representations and consular establishments of the Republic of Kazakhstan;
 
2) in the study of the President of the Republic of Kazakhstan, in halls intended for sessions (both joint and separate) of Chambers of the Parliament of the Republic of Kazakhstan, sessions of the Bureau of Chambers of the Parliament, those of the Presidium, sessions of local representative bodies of the Republic of Kazakhstan, in the hall meant for sessions of the Supreme Court, its boards and other courts of the Republic of Kazakhstan, in the halls for holding sessions of boards of central and local executive bodies, state bodies directly subordinated and accountable to the President of the Republic of Kazakhstan, in the premises intended for gala registration of births, wedlocks, for investiture of government and state awards of the Republic of Kazakhstan, as well as in the reception halls of diplomatic representations and consular establishments of the Republic of Kazakhstan stationed abroad.
 
3) on seals and forms of documents of the President of the Republic of Kazakhstan and his Administration, on those of the Parliament of the Republic of Kazakhstan, its Chambers and staffs, of the Bureau of Chambers of the Parliament of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan and its Staff, on those of ministries, state committees and such other central executive bodies of the Republic of Kazakhstan, state bodies directly subordinated or accountable to the President of the Republic of Kazakhstan, on those of the Constitutional Court, Supreme Court, other courts of the Republic of Kazakhstan, of the General Procurator’s Office of the Republic of Kazakhstan, on those of military formations and units of the Armed Forces and the Republican Guards of the Republic of Kazakhstan, on those of maslikhates, local executive bodies, state-owned notary’s offices who have been granted the right of placing the image of the National Emblem on seals and forms of documents by the legislation of the Republic of Kazakhstan.
 
4) on official publications of the President of the Republic of Kazakhstan, the Parliament of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan, on those of the Constitutional Council of the Republic of Kazakhstan and the National Bank of the Republic of Kazakhstan as well as on securities of the Republic of Kazakhstan;
 
5) on the identification card and the passport of a citizen of the Republic of Kazakhstan as well as on other passports issued to the citizens of the Republic of Kazakhstan;
 
6) on frontier posts erected along the state border of the Republic of Kazakhstan. Legal standard acts of the Republic of Kazakhstan may make provision for other cases of obligatory reproduction of the image of the National Emblem of the Republic of Kazakhstan. It is strictly forbidden to use the image of the National Emblem of the Republic of Kazakhstan on forms, seals and such other requisites of non-state organizations and their executives.
 
Chapter IV NATIONAL ANTHEM OF THE REPUBLIC OF KAZAKHSTAN
 
Article 9.

National Anthem of the Republic of Kazakhstan shall be performed in the following cases:
1) by opening and closing of sessions of the Parliament of the Republic of Kazakhstan;
 
2) by opening gala meetings or sessions dedicated to some national holiday of the Republic of Kazakhstan or red-letter days celebrated in the Republic of Kazakhstan;
 
3) in telecasts of Kazak state-owned TV-and radio broadcasting - at midnight on New Year’s eve; in telecasts of Kazak state-owned TV stations - in the beginning of the programme on the day of the national holiday of the Republic of Kazakhstan (October 25), on red-letter days, such as the 1st and the 2nd of January, the 8th of March, the 22nd of March, the 1st of May, the 9th of May, the 30th of August, the 16th of December; in broadcasts of Kazak state-owned radio stations - daily in the beginning and in the end of the Republican programme;
 
4) when inaugurating monuments, memorials, obelisks and such other structures in commemoration on momentous historic events highlighting the life of the Kazakhstani people;

5) when raising the National Flag of the Republic of Kazakhstan during ceremonies, gala functions staged by state bodies as well as by public associations and other entities of the Republic of Kazakhstan;
 
6) when welcoming (resp. seeing off) heads of states, those of parliaments and governments of foreign states paying an official visit to the Republic of Kazakhstan - after performing the National Anthem of the respective foreign state;
 
7) in higher, technical secondary educational establishments, in secondary schools - by ceremonies of opening of the new school year and terminating thereof as well as by other gala functions. However legal standard acts of the Republic of Kazakhstan may well make provision for other cases implying obligatory performance of the National Anthem of teh Republic of Kazakhstan.
 
Article 10.

National Anthem of the Republic of Kazakhstan may be performed by an orchestra, a chorus, a chorus-and-orchestra, in vocal or instrumental performance. Eventually they may use sound recording equipment for the purpose. In cases of vocal or vocal-and-instrumental performance, the National Anthem of the Republic of Kazakhstan shall be performed in full. If it goes about instrumental performance only, it is allowed to perform only part of the Anthem, i.e. the introduction and the refrain. National Anthem of the Republic of Kazakhstan must be performed in strict accordance with the text and musical version of the Anthem.
 
Article 11.

If the National Anthem of the Republic of Kazakhstan is performed in public, the audience shall stand up to listen to the Anthem. When certain bodies or agencies of the Republic of Kazakhstan stage some particular functions on the territories of foreign states, the National Anthem of the Republic of Kazakhstan shall be performed in keeping with the regulations established by the Ministry of Foreign Affairs of the Republic of Kazakhstan, allowing for the practices adopted in the country of residence and local customs thereof.
 
Article 12.

Procedures of applying national symbols in military units, on warships and other vessels, in bodies of national security and law enforcement as well as when holding sports contests in the part which is not governed by the given Decree, they shall be regulated by the legislation of the Republic of Kazakhstan.
 
Article 13.

Supervision over exact performance of the National Anthem of the Republic of Kazakhstan shall be entrusted to the heads of state bodies and to those of other entities of the Republic of Kazakhstan. Chapter V CLOSING PROVISIONS Article 14. The Government of the Republic of Kazakhstan, akims of the regions, those of cities of Republican importance, that of the capital of the Republic of Kazakhstan are entrusted with elaboration and implementation - on a permanent basis - of a package of measures aimed at the propaganda of national symbols of the Republic of Kazakhstan, at cultivating respectful attitude to the national symbols of the Republic of Kazakhstan with the citizens of the country.
